The meaning (in the case of non-indexical expressions &lt;i&gt;concept&lt;/i&gt;) is thus an abstract procedure, which is explicated in TIL as (well-defined) &lt;i&gt;construction&lt;/i&gt;. What does depend on context is &lt;i&gt;the way in which the meaning has to be handled&lt;/i&gt;.
